Amendment To GC Trail Mix Committee Bylaws

This item amends the bylaws of the Grand County Trail Mix Committee to clarify the voting membership of the committee.

Resolution To Adopt An Amendment To The Non-Motorized Trails Master Plan

Public Hearing: General Rezone – Large Lot Residential (LLR) To General Business (GB) 1540 Spanish Valley Drive (Parcel No.02-0017-0202)

This parcel is 3.13 acres and is currently home to one single family dwelling, one “shop” structure, one office trailer, and several storage containers. A complaint called attention to the fact that Moab Heat-N-Cool moved many business activities to the location in the past few years, many of which are not permitted under current zoning. Business owner Jared Shumway attended the hearing. Multiple neighbors spoke against the rezoning during the public hearing, citing an increase in dust and noise in the neighborhood due to the increased business activities. Other neighbors commented that commercial activity has happened in the neighborhood before. If the Commission denies the rezone, all commercial activity on the property must stop. If the rezone is approved, many improvements would have to be made to bring the property into compliance and mitigate business impacts. The rezoning would also apply to the property, not just the business, potentially opening the property to other business or developments.

Public Hearing: Amended Development Agreement- ADO Extension Request (Parcel No. 02-0021-0048) 3207 S. Highway 191 Moab, Utah

The Grand County Commission approved the Alternative Dwelling Overlay Zoning for a parcel located at 3207 S. Highway 191 (currently the Moab KOA Holiday campground). The applicant requested a 6-month extension on deadlines to receive a Site Plan approval and Certificate of Occupancy. No one attended to comment on this item.

Public Hearing: Resolution To Adopt The General Plan Housing Chapter And Moab Area Affordable Housing Master Plan

Grand County Planning and Zoning Director Elissa Martin presented on proposed revisions to Grand County’s 2030 General Plan to include a section on housing and address the Moab Area Affordable Housing Plan, which lays out affordable housing goals and strategies for the region in collaboration with Moab City. No one attended to comment on this item.
