Deborah Barton has resigned from her position as manager of the Grand County Solid Waste Special Service District manager.
The announcement was shared by city and county officials via a press release on Oct. 22. A reason for Barton’s resignation was not given in the release.
Annette Meyers, the district administrative assistant, is serving as the interim district manager during
the transition period.
The press release stated that Barton led the Grand County Solid Waste Special Service District over her three-year tenure in improving performance standards at the two district landfills, the Community Recycling Center, and administratively. She brought a new level of meticulousness to compliance with state and federal regulations, safety and inventory tracking.
Kalen Jones, Solid Waste Special Service District (SWSSD) Board member and Moab City Council representative said in the press release, “I will miss her, not least for the thorough and engaging presentations she made to city council on a regular basis. Her reporting set a high bar for communication between interdependent local governmental entities, as well as making my job of keeping the council informed on district matters easier.”
An experienced and enthusiastic educator, Barton is a national faculty instructor for the Solid Waste Association of North America at regional trainings. She encouraged SWSSD employees in their
professional advancement, supporting their development of skills and credentials in the waste
management profession. She is a founding member of the Four Corners Recycling Initiative, and serves
as the safety ambassador for the Utah Chapter of SWANA. For her leadership at SWSSD, she
received the Utah Association of Special Districts’ 2017 Distinguished Manager Award.
SWSSD Board member (representing Castle Valley) Pam Hackley said, “With Debby’s breadth
and depth of experience, she brought the district and our whole community a fresh look at ‘garbage’ and how our waste stream works. Key to her efforts was conclusively showing the impacts of our tourist economy on the landfills and recycle center. I wish her the best on her new endeavors.”

Solid Waste Special Service District No. 1 is a government entity which operates the Moab and Klondike landfills and the Community Recycling Center, serving Grand County and the south end of Spanish Valley.
