1. Request for a Dimensional Variance for 1360 Overlook Road.

County Attorney Stephen Stocks called attention to a discrepancy with the process for approval, clarification of which may be put on the agenda for discussion at the next County Commission meeting. 

Variance approved contingent upon the applicant submitting a subdivision application compliant with Grand County Land Use Code. (00:31:30)

2. Memorandum Of Understanding With The Bureau Of Land Management For The Development Of The Environmental Impact Statement And Resource Management Plan For Bears Ears National Monument.

Approval would allow Grand County to comment as a stakeholder on the proposed plan for Bears Ears National Monument within San Juan County. Commissioners in support cited the close proximity of the Indian Creek climbing area within the monument as the reason Grand County has to participate in planning. Commissioners Bill Winfield and Mike McCurdy voiced concerns that participation in the Bears Ears process may harm relationships with San Juan County officials who asked Grand County to abstain from the planning process. 

Approved 4-2 with commissioners Bill Winfield and Mike McCurdy in opposition.(00:57:45)

3. Operating Agreement Between The Airport And Moab X

Approval of a new operating agreement, already approved by the Airport Board.

4. Film Commissioner Job Description Update And FLSA Exemption

After a proposed move of the Moab to Monument Valley Film Commission to the Red Cliffs Foundation fell through, Grand County staff updated the Film Commissioner job description.

Approved 5-0 with Commissioner Trish Hedin abstaining. (1:23:20)

5. Letter Of Support For The Bureau Of Land Management’s Proposed Onshore Oil And Gas

Leasing Rule

Item postponed to the following Grand County Commission meeting. (1:29:00)

6. Independent Contractor Agreement With Accounting Consultant For Budget Services

Grand County Clerk/Auditor Gabriel Woytek apologized for the lack of information on the agreement in the agenda packet ahead of the meeting, but said details were available to the public now.

7. Mural Agreement With The City Of Moab And James Thomas Jr.

Approval for a mural proposed on the Economic Development building (84 N. 100 East) to be displayed for 2 years created by the artist known as Jetsonorama. The mural depicts African-American cowboy Charlie Glass, who lived in the area around the turn of the century. Commissioners Bill Winfield and Mike McCurdy voiced concerns about the appropriateness of the text included in the mural.

Approved unanimously, with the direction to staff to amend the text and authorizing the County Administrator to make the final call. (1:49:25)

8. First Amendment To Independent Contractor Agreement With Better Destinations LLC.

Amends the contract to postpone the project commencement until a new economic development department director is hired.

Discussion Items

10. Travel Council Advisory Board Letter Regarding Economic Development. 

The Travel Council Advisory Board is asking for the Commission’s consideration of a proposed restructuring of the Economic Development office. The board’s suggestion is to divide the department into a “Grand County Utah Office of Tourism and the Office of Community and Economic Development.”  (2:13:55)

11. Countywide Projects And Initiatives Work Plan Discussion

County Administrator Mallory Nassau discussed the need for greater strategic direction from the Grand County Commission for county staff on goals and departmental project priorities, 

particularly for budgeting. (2:31:30)
