At the Moab City Council meeting, the council heard an update from Alexi Lamm, the city’s sustainability director, regarding in-town electric vehicle chargers—Lamm hopes to soon upgrade the chargers in town. They also discussed the city’s fraud risk assessment, which was “very low;” approved the city’s 2023-2024 budget; and approved an annexation and rezone for a three-acre development. The development, owned by Shamrock Properties XX LLC, would build 72 residential housing units, 3,300 square feet of restaurant space, and 3,330 square feet of retail space on land located at 1480 South Highway 191 in Grand County; the LLC asked if that land could be annexed into the city and rezoned as C-4 (“general commercial” zone).
City Finance Director Ben Billingsley also announced that he is leaving his position.
“As you all know, this will be my last city council meeting,” Billingsley said. He said he enjoyed his job and found his work both challenging and important; he added that he “appreciates the working environment you all have created.”
Billingsley wants to spend more time with his family, he said—he has a wife and three children. He said he considered asking for an extended leave of absence, but he said he’s not sure what’s next for his career. For those reasons, he decided to resign.
“It’s difficult to say, but I wanted to say thank you—thank you for allowing me to be the city’s finance director,” Billingsley said. “I’ll always look back fondly on this time working with you and really trying to carve Moab into a community that is livable and enjoyable.”
Councilmembers, Mayor Joette Langianese and City Manager Carly Castle thanked Billingsley for his work.

The ordinance passed 4-1, with councilmember Rani Derasary dissenting (Derasary said she didn’t feel it would be responsible to approve this annexation without first discussing where the water for the proposed development would come from, and whether or not the city’s current water resources could support it).
