Meeting at a Glance: City Council, August 22, 2023

During the regular Moab City Council meeting, the council discussed the city’s water-efficient landscaping ordinance, discussed screening and buffering requirements, and approved a pre-annexation agreement for Shumway Properties for a section of land located at 1082 South Highway 191. Pre-annexation agreements notify the City of the developer’s decision to pursue development and enable the city to understand the developer’s intentions. The developer intends to build a mixed-use commercial building and parking lot. 

The council also discussed dark sky compliant decorative street lights: most of the lights along Main Street are not dark sky compliant, so the city could either retrofit or replace all existing features (replacing being much more expensive). The council decided to move forward with retrofitting, meaning there will be a pilot program of 15 luminaries. 

A public comment made by Charlotte Mates addressed Walnut Lane, an ongoing affordable housing project run by the City of Moab that aims to build 80 new units at the site of a neighborhood of mobile homes located on Walnut Lane. In April, the council approved contract negotiations with Columbus Pacific Development; there has not been a public update since then. 

“The residents are substantially worried about their families, where they’re going to live, their jobs, and their personal property,” Mates said. “I do think that we owe it to them, as any one of us who were in a similar situation would want to know … it’s up to the people of Moab to come forward and help [this neighborhood]. I personally, as an American, feel that the City of Moab made a huge mistake … I really, sincerely believe you should write the project off as a loss.”

Consideration of approval and authorization of the Mayor to sign the cash commitment letter for high-hazard detention basin project scoping

(The City operates two detention basins at the base of the eastern Rim, White Canyon, and Johnson Canyon: The purpose of the basins is to reduce flood flow impacts on the City from storm water flowing above the rim. This cash commitment is a grant match.) 

Approval of minutes from the August 8, 2023 regular meeting 

Approval of bills against the City of Moab in the amount of $766,726.38
