State audit drives tough budget decisions at County

Grand County’s December 6 and 9 meetings brought major decisions to the forefront related to the use of funds from tourism. A recent state audit flagged the county’s use of Transient Room Tax funds, citing restrictions on how the revenue could be allocated. This prompted urgent discussions about compliance in the future, funding gaps this year, and the broad future implications for residents and businesses.

The audit focused on specific expenditures within the Active Transportation and Trails Department, questioning whether salaries for trail ambassadors and promotional activities adhered to state guidelines.The audit findings significantly impacted the department, which faced a $121,000 budget shortfall. The commission debated whether to reallocate funds or reduce programming.

In a compromise, the commission approved $100,000 from the recreation fund balance to restore most of the funding, while cutting $20,000 from non-essential expenses. 

The audit findings also fueled broader debates about tourism’s role in Grand County. While tourism drives much of the local economy, it places strain on infrastructure, public safety, and housing. The commission voted unanimously during the December 6 meeting to support state legislation that could allow more flexible use of funds. 

“Flexibility ensures we can invest in mitigation projects that directly benefit our community,” Commissioner Kevin Walker explained.

Public safety funding remained a top priority during the December 9 meeting. The commission approved $92,000 for EMS services, including ambulance repairs, and $82,000 for sheriff’s office retirement contributions to improve recruitment.

Meanwhile, the commission reserved $100,000 for an affordable housing fund, signaling its commitment to addressing housing shortages.
