Ehmer and Packard are the first same-sex couple to receive a marriage license in Grand County. They plan to marry on Jan. 18. Ehmer said he was shocked when he heard the news that same-sex couples could marry in Utah. Grand County is one of nine counties that were issuing marriage licenses to same-sex couples on Monday after District Judge Robert Shelby’s decision to strike Utah’s anti-gay marriage laws and constitutional amendment on Friday, Dec. 20.
